Just in time for the holidays, the cabinet passed an important amendment to the law to accelerate the expansion of renewable energies with the so-called “Easter package”.
The Easter package was passed on April 6, 2022 at the suggestion of the Federal Minister for Economic Affairs and Climate Protection, Robert Habeck. It outlines comprehensive amendments to various energy laws in order to accelerate the expansion of renewable energies.

Habeck has emphasized that the share of renewable energies in gross electricity consumption is to be doubled within less than a decade. At the same time, the speed of the expansion of renewable energies is to be tripled. In addition, the Federal Economics and Climate Protection Minister emphasized the important role of this measure on the way to energy security and energy sovereignty in Germany. He also explained that Russia’s invasion of Ukraine showed how important it is to phase out fossil fuels in a timely manner. In addition to the progress of climate change, the exit has now received a double urgency.
The following laws should be included as part of this package:
• Renewable Energy Sources Act (EEG)
• Wind Energy at Sea Act (WindSeeG)
• Energy Industry Act (EnWG)
• Federal Requirement Plan Act (BBPlG)
• Grid Expansion Acceleration Act Transmission Grid (NABEG)
• Other laws and regulations in energy law
The following concrete measures should help to reduce obstacles and lay the central foundations on the way to climate neutrality:
• By 2030, at least 80% of Germany’s gross electricity consumption should come from renewable energies. This should be made possible, among other things, by adjusting the tender volumes.
• The framework conditions for the expansion of photovoltaic systems are to be improved.
• More areas for wind energy at sea (off-shore) are to be developed.
• Planning and approval procedures should be simplified.
